Dubuque Receives Distinguished Budget Presentation Award with Special Recognition
The Government Finance Officers Association (GFOA) has once again awarded the City of Dubuque the Distinguished Budget Presentation Award for its Fiscal Year (FY) 2025 budget.
This is the 19th consecutive year that Dubuque has received the award. This year’s honor also comes with special recognition for strategic goals and strategies, which is granted when a presentation receives the highest possible score from each of the reviewers. Reviewers noted that the City’s strategic plan is detailed and transparent, identifying relevant departments for individual goals.
The Distinguished Budget Presentation Award is the highest form of recognition in governmental budgeting, and its attainment represents a significant accomplishment by a municipality and its leaders. A Certificate of Recognition for Budget Presentation was given to City of Dubuque Director of Finance and Budget Jennifer Larson to recognize her primary role in preparing the award-winning budget.
In order to receive the award, Dubuque needed to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as:
- a policy document
- a financial plan
- an operations guide
- a communications device
