Stopplemoor Honored by Iowa Parks and Recreation Association as Permanent Part-Time Team Member of the Year 

Susan Stopplemoor, a part-time employee in the City of Dubuque Leisure Services Department, was presented the Iowa Parks and Recreation Association’s Permanent Part-Time Team Member of the Year Award at the organization’s annual conference in Des Moines this week.

Stopplemoor has more than 20 years’ experience as a program instructor with an emphasis on early childhood programming for the Leisure Services Department. In that time, she has helped grow the department’s enrichment program offerings from just a handful of options to the hundreds of classes and activities now available. Participation has also grown exponentially as the number of offerings has increased.

Stopplemoor was nominated for the award by her supervisor, Recreation Supervisor Anthony Elskamp, who describes her as passionate, enthusiastic, and priceless. He especially noted her willingness to take on extra duties, from filling in for janitorial staff to re-painting classrooms so program participants have a vibrant space for classes and activities. He goes on to describe her as a “jack of all trades” who has strengthened the Leisure Services Department “and benefitted the community as a whole.”

“Susan inspires growth and development throughout our department as she has created meaningful and lifelong relationships with many of the patrons we serve,” Elskamp wrote in Stopplemoor’s nomination materials. “Susan aspires to be the best and to offer quality experiences for the community.”

As a former nursing director, Stopplemoor’s expertise was especially vital during the COVID-19 pandemic, Elskamp says. Beyond helping to create and implement safety protocols, she also adapted recreational opportunities so they could be “grab and go” for families in the community to enjoy at home.

The Iowa Parks and Recreation Association established the Permanent Part-Time Team Member Award to honor part-time and seasonal employees, which the organization calls “an integral asset to local parks and recreation agencies.” Recipients are individuals who demonstrate a passion and enthusiasm for the profession, their agency, and the public.
