JoAnn Conley

JoAnn (LuGrain) Conley, beloved mother, grandmother, sister, and friend, passed away peacefully on October, 15, 2025 at the age of 72.  A Celebration of Life will be held from 11:00 a.m. until 12:45 p.m., on Friday, October 24, 2025, at Behr Funeral Home, 1491 Main Street, Dubuque, IA.  A service will be held at 1:00 p.m., at the funeral home.

JoAnn was born on January 11, 1953, in Dubuque, Iowa, the cherished daughter of Francis and Mary Ann LuGrain. She was lovingly raised by her parents along with Harriet Turner, Mark LuGrain, and cousin Sue LuGrain.

JoAnn spent her early years in Dubuque, IA, and cherished her summer visits to Indiana. She made lasting memories in both places and eventually called each home at different times throughout her life.

After earning her GED from Portage High School, JoAnn continued her education at Sawyer Business College, where she received an Associate’s Degree in Computer Operations. She drew on that knowledge and spirit of perseverance throughout a life full of resilience, humor, and love.
JoAnn loved watching SWAT, Blue Bloods, and Survivor, and in earlier years, she enjoyed bingo nights and a good book. Her presence, strength, love, and spunky spirit will be deeply missed.

JoAnn is survived by her children Shannon (John) Davis, Shelley-Rachel Villarreal, Joshua Conley, Shaunah Conley, and Dawn (Roosevelt) Evans-Davis; her siblings, Patricia Piper, Barbara Hicks, Mark LuGrain, Kimberly LuGrain, and Michael LuGrain; her grandchildren, great-grandchildren, nieces, nephews, and extended family.

She held a deep and enduring bond with her best friend/sister, Regina Porter; her roommate, Pat; her cousin, Jenny and family; her friend/son, Andy K.; her nephew, Brian; and her niece, Kelly.

JoAnn was preceded in death by her parents Francis and Mary Ann LuGrain, her guardians Harriet Turner, Mark LuGrain, and Sue LuGrain, and many other loved ones who welcomed her into eternal peace.

The family of JoAnn (LuGrain) Conley wishes to express our deepest gratitude for the many expressions of love, prayers, and support shown to us during this difficult time. Your kindness and compassion have brought great comfort to our hearts. We would also like to extend our heartfelt appreciation to her devoted care family at Ennoble Nursing and Rehab, the Care Initiatives team, as well as to her medical team Dr. Konz, Dr. Jhan, and Dr. Powers, for their exceptional care, dedication, and compassion.
