Penny Jo Freiburger, age 57, of Dubuque, IA, completed her earthly journey on October 12, 2026, at Dubuque Specialty Care while surrounded by her loving family.  To honor Penny’s life, a private family service is being held.  The Tri-State Cremation Center is humbly serving Penny’s family.

Penny was born on April 18, 1969, in Dubuque, IA, a daughter to Donald and Patricia (Heming) Freiburger.  She spend the majority of her working career as a line cook with various restaurants and cafes in the area.  But, for those who knew Penny best, her heart was always at home with her family and often searching for ways to nurture as many of the lost and hurting souls who were placed in her path.  She was gifted with a tender and generous heart which knew no bounds, especially when it came to her grandchildren.  In her free-time, she enjoyed cooking and going to the ding ding whenever possible and more often than not, you could generally find her sitting contently at her table working on her latest diamond art project.  Penny could possess both a grumpy frown and bright smile in the same conversation, and that was one of the many attributes we truly loved about her.  We are going to miss her dearly moving forward, but the mere thought that her children will not have to hear their middle names cried out again when mom wasn’t happy will be ok with them.  Thank you Penny for the memories you leave behind to help comfort our broken hearts during this difficult time and may peace be yours now until we all meet again.

Penny was preceded in death by her parents; her brother, Jimmy in infancy and her brother Timmy Freiburger.
