Hugh C. Richardson

Hugh Charles Richardson, 75, of Dubuque, Iowa passed away on Sunday, December 10th, 2023, at the University of Iowa Hospital and Clinics.

According to Hugh’s wishes no public visitation or service will be held. A private family service will be held at a later date. Leonard Funeral Home & Crematory, Dubuque, Iowa is assisting the family.

Hugh was born on January 30, 1948, in Moline, Illinois, the son of Robert H. Richardson and Carol J. (Wunder) Richardson.

Hugh moved to Dubuque in 1958 and graduated from Dubuque Senior High in 1966. He graduated from Wisconsin State University in Platteville in 1971 and moved to the University of Wyoming in Laramie, Wyoming where he received a Master’s Degree in Public Administration in 1973.

Upon graduation Hugh was employed by the State of Wyoming and spent his final four years there as Executive Officer of the State of Wyoming’s Department of Administration and Fiscal Control. Hugh loved Wyoming and public service. In 1980 Hugh returned to Dubuque to participate in the family’s business, Richardson Motors.

Hugh loved family, the western United States, hunting, and fishing. Hugh was also grateful for the AA program.

He is survived by his two sons Michael H. (Angela) Richardson and Chad R. (Emily) Richardson; two grandsons Brock and Colton; his brother Mark (Sallie Gaines) Richardson and his sister Mary Beth (Robert) Stevens.  He was married to Evelyn (Caygill) Richardson who has two children Paula Staver and Chris Staver along with four grandchildren: Blake, Alize, Tristan, and Evie Rae.

Hugh was preceded in death by his parents, and a step grandson Sheldon.

In lieu of flowers memorial donations may be directed to Boys and Girls Club in Dubuque or the Dubuque Arboretum in Hugh’s name.

The family wishes to thank the University of Iowa Hospital and Clinics, Eagle Point Place and Dr. Chadwick Nachtman for all the wonderful care they gave to Hugh.
