Neil C. Howell, 78, of Maquoketa, Iowa, passed away on Wednesday morning, December 13, 2023, at the University of Iowa Hospitals and Clinics in Iowa City, Iowa.

A gathering of family and friends celebrating Neil’s life will be held from 2 to 4 P.M., Friday, December 22, 2023, in “The Bistro” at Carson Celebration of Life Center in Maquoketa.  Cremation rites have been accorded.

Neil Carter Howell was born on February 23, 1945 in Dubuque, Iowa, to Kenneth and Gloria (Eye) Howell.  He attended Maquoketa schools and then served his country in the U.S. Army receiving an honorable discharge.  Upon returning home, he then obtained his GED and earned an Associate degree in electronics from Clinton Community College.

Neil had worked for Northstar Steel in Wilton, Iowa from 1978 to 2001.  First as a maintenance electrician and retired as a maintenance foreman.

Neil enjoyed traveling and was an exceptional carpenter who enjoyed building and restoring houses.

Those left to honor his memory include his children, Lisa Barrett-Roark of Dubuque, IA, and Ryan Howell of Tipton, IA; 1 grandchild, Noah Barrett; and siblings, Barry Gibson of Maquoketa, IA, and Janet Koontz of Maquoketa, IA.  He was preceded in death by his parents and brother Larry Gibson.
