Janet M. Busch

Janet M. Busch, 90, of Dubuque died Monday, June 29, 2026, at Stonehill Care Center in Dubuque, Iowa. A visitation will be held from 2:00 – 4:00 p.m Thursday, July 2. at St. Luke’s UMC, in Dubuque.  A funeral service for Janet will follow at 4:00 p.m Thursday. Burial will take place at Linwood Cemetery in Dubuque following the service.

Janet lived a life that defined resilience and service.  She passed away surrounded by family, leaving behind a legacy of perseverance, hard work and strength.  Janet was born April 27, 1936, in Arispe, Iowa, daughter of Everett and Mary (Ruckman) Kingery.  She was proud of her younger years in 4-H and enjoyed participating in school and church activities.

On June 5, 1955, she married her high school sweetheart, Robert (Bob) Lee Justice in Afton, Iowa.  Bob’s career brought the young couple to Dubuque, where they built their home and raised their two children, Jeff and Julie.  Their time was cut far too short when Bob passed away in 1968.

On December 4, 1971, Janet married Harvey Busch.  Harvey lovingly embraced Jeff and Julie, and together they welcomed their daughter, Jodi.  Janet and Harvey built a home centered on family, friendships and faith.  Janet enjoyed hosting holiday gatherings and opening her home for euchre and bridge groups.  Janet volunteered countless hours to St. Luke’s church serving on various committees and as a member of the United Methodist Women.  Janet was also civic minded participating in League of Women Voters, the political process, as well as local governmental commissions.  Janet and Harvey shared 32 years of marriage until Harvey’s death in 2003.

On December 24, 2004, Janet married Francis Fangman.  Together they enjoyed spending winters in Texas, traveling, camping clubs and games of euchre.  Janet valued family and shared her quilting and Master Gardening talents freely.  She enjoyed spending time with her children, grandchildren, extended family, and friends.  She will be remembered for her resilience, independence, and perseverance.

Janet is survived by three children, Jeffery (Lynn) Justice of Combined Locks, WI, Julie (Jim) Gross of Dubuque and Jodi (Tom) Johnson of Dubuque; step children,  Diane (Merlin) Gehrke of Davenport, IA, Patty (Jim) Leibold of Epworth, IA, Larry (Cheryl) Fangman of Omaha, Ken (Donna) Fangman of Farley, IA and Kevin Fangman of Des Moines, IA. Her grandchildren include: Jordan (Katie) Justice, Taylor (Carly) Justice, Megan Justice, Gavin (Khouloud) Gross, Garrett Gross, Greg (Amy) Gross, Gwen (Alex) Miller, Morgan (Cody) Sheehan, Lydia (Matt) Hendricks, and Cole Johnson; 12 great grandchildren; five stepchildren, ten step-grandchildren and nine step-great grandchildren; and many nieces and nephews.

Janet was preceded in death by her parents, Everett & Mary Kingery; two brothers, Gary Kingery and Marvin Kingery; and a great-granddaughter, Ella Grace Justice.

The family would like to thank Hospice of Dubuque, especially Nurse Angela; the staff at Stonehill for the excellent care in the last two months of her life; and the Oak Park Place staff, which she considered her family, for 2 ½ years.

In lieu of flowers, a memorial fund has been established.
