Kaity Kemp, Pastor Karla Wildberger officiating. Burial will be at Greenwood Memorial Park in San Diego, CA at a later date.

Morgan was born January 18, 1962, in Cuba City, WI, the son of Thomas Clarence and Xenna Pearl Redfearn Frazer. On July 13, 2024, he married Mark Edward Vasquez in Dubuque, on the 21st Anniversary of their first date.

Morgan served as the Executive Director for the Dubuque Rescue Mission and was a worship leader at Immanuel Congregational UCC. He also worked for Dutrac Community Credit Union for 18.5 years and was the longest serving manager at the local Walmart branch.

Morgan was very active not only in his local church, but he was active in the wider denomination at the Association, Conference and Tri-conference levels of the UCC on various boards, committees and councils.  At the Association level over the years he served as both the vice-moderator and moderator of the EI Association of the Iowa Conference of the UCC. He was also a Lay Speaker for the United Methodist Church and preached at local churches throughout the tri-state area. He was also a talented church organist and shared his gift of music throughout the area.

Morgan was a member of the Dubuque Morning Optimist Club and was serving as their current treasurer. In his earlier years, he served on the Hazel Green Rescue Squad. He served on the Benton School Board from 1996 to 2005 and was President of the Board of Education when the current elementary addition was added in 2002.

Morgan had what he called an unusual hobby, he collected and restored vintage vacuum cleaners. He was a member of the Vacuum Cleaners Collectors Club which has members from all over the country.  He served as President of the club from 2006 to 2014. His collection of vacuums ranges from the 1900’s to today. His favorite vacuums are a Kirby and Hoover from the 1950’s. He would be sure to share his opinion and say that a bagless vacuum was not good and only bagged vacuums work the best. He currently had over 130 vacuums in his collection. Before his illness he would spend hours in his garage tinkering and repairing vacuums for friends and family, there wasn’t a vacuum he would not try to repair.

Survivors include his husband, Mark Edward Vasquez of Dubuque; two sisters, Heather (Gale Smith) Morrisard of Benton, WI; and Penny (Jamie) Veach of Peosta; four nieces and nephews, Jerica (Brian) Hartman, Jaden (Mary) Veach, Jordan Veach, and Jessica Veach; mother-in-law, Florence Vasquez of Dubuque; brother-in-law, Luis Vasquez of Dubuque; dear friends, Elaine Boettner and Deb (Greg) Albert all of Dubuque. And his loyal companion Chico.

He is preceded in death by his parents.

In lieu of flowers a memorial has been established for the Dubuque Rescue Mission.

Morgan’s family would like to extend a special thank you to the great people from the churches that showed support, the Mercy One “Cancer Angels” in the infusion center, Dr. Cheryl Morgan-Ihrig, Hospice of Dubuque, especially, Diane and Jill, neighbors, and the Albert family for all their compassionate care, love, and support.
