Debra M. Janzen
Debra M. Janzen, 66, of Dubuque passed away at her home on August 21, 2021. Per her wishes, there will be no public visitation or services. Leonard Funeral Home & Crematory is assisting the family.
Debra was born on October 20, 1954, in Iowa City, the daughter of Leonard and Dorothy (Mai) Kruse.
She married Robert Janzen on July 1st, 1978, in Miami, Fl.
Debra enjoyed being a nurse at Hills and Dales for many years.
She is survived by her husband; two daughters, Amy Janzen, Jamie (Damon) Suttles; her 4-legged children, Sparky and Daisy; 5 grandchildren, Brianna and Bailey Janzen, Kaitlin Marsh, Christopher and Hope Suttles.
She was preceded in death by her parents.
The family would like to thank the Dubuque Police Department, Dubuque Fire Department and EMT’s, and Donna Kluesner with the Dubuque county medical examiner’s office, for their kindness and care.
Sr. Agnes Marie Lynch
Sister Agnes Marie Lynch, PBVM, 88, died on August 24, 2021, at Sisters of the Presentation Motherhouse (Mount Loretto), 2360 Carter Road, Dubuque, Iowa.
There will be a welcome and vigil service on Friday, August 27, at 9:30 a.m., in Sacred Heart Chapel, Sisters of the Presentation, and a funeral Mass at 11 a.m. Burial will be in Mount Olivet Cemetery, Key West. COVID safety measures will be in effect.
Sister Agnes Marie, daughter of Raymond and Agnes (O’Halloran), was born Delores Jean Lynch on August 31, 1932, in Rockwell, Iowa. She entered the Sisters of the Presentation on August 22, 1950, and professed her perpetual vows on June 8, 1956.
Sister Agnes Marie worked in food service in Charles City, Dubuque, Mason City, Osage and at Mount Loretto, all in Iowa; she served in pastoral care in parishes in Madrid and Waukon, Iowa, and Oak Lawn, Illinois; provided eldercare in Stockton, Illinois; and served as retirement director for her congregation. She celebrated her 60th Jubilee in 2010. After her retirement to Mount Loretto in 1999, Sister Agnes Marie was a volunteer with Hospice of Dubuque and in the emergency room area at Finley Hospital in Dubuque. She experienced a loss of sight leading to low vision in 2003 and became involved with the Tri-State Independent Society for the Blind, serving as a member of the executive board. Sister Agnes Marie mused, “I now delight in ‘seeing through the eyes of others’ as they describe the beauties of creation and all that surrounds me. My limited vision has gifted me with greater patience with my limitations and with those of others. I have a grateful heart for all the blessings of family, Presentation Sisters, associates and friends and for my relationship with God in prayer.” Sister Agnes Marie enjoyed God’s beauty in nature, walking, music, card games, jigsaw puzzles, audio books, and sharing with friends. She valued prayer and community service.
Surviving are her sister, Geraldine Weiss, beloved nieces, nephews, and the Sisters of the Presentation with whom she shared her life for 71 years.
She was preceded in death by her parents; her sister, Mary Roths and brother-in-law Vince Roths; her sister Elaine Klenske and brother-in-law Francis Klenske; her brother, Harold “Bud” Lynch; her brother Raymond Lynch and sister-in-law Jan Lynch; and her brother-in-law, Norman Weiss.

Mary E. Zoll
Mary E. Zoll, 94, formerly of 1420 Hollywood Blvd in Cedar Rapids, IA and Julien Dubuque Senior Apartments in Dubuque, IA, died Saturday, August 21, 2021, at Stonehill Communities.
A visitation will be held from 10:00 a.m. to 11:00 a.m. on Tuesday, August 31, 2021, at St. Columbkille Catholic Church in Dubuque, IA, followed by a Mass of Celebration at 11:00 am. Burial will be at a later date in Hanover, IA. Leonard Funeral Home & Crematory, Dubuque, Iowa is assisting the family.
Mary was born May 22, 1927, in Hanover, IA as the second eldest child of Joseph and Loreta O’Malley. She was formerly married to James Zoll of Waukon, IA.
Mary worked cleaning St. Pat’s School and used her talents as a seamstress to make ends meet while raising her 4 children by herself in Waukon, IA. She moved to Cedar Rapids, IA, bought a house and worked for Rockwell Collins until her retirement. She had fond memories of her time with members of the Rockwell Collins Craft Club through the years. Upon her retirement, she became part owner of Poor Sports Bar and Grill in Hiawatha, IA.
She was a longtime member of St. Pius Parish in Cedar Rapids prior to moving to Dubuque in 2014. She lived in the Julien Dubuque Senior Apartments until entering Stonehill Care Center in September of 2019.
She will always be remembered for her love and dedication to her Family, her zest for life, and her gift as an amazing seamstress to make beautiful quilts given to her many nieces and nephews.
Surviving are her children Joe Zoll of Cedar Rapids, IA, Mike Zoll of Guttenberg, IA, Ed (Alice) Zoll of MacClenny, FL, and Lisa (John) Dodds of Dubuque, IA; her nine grandchildren Heidi (Rory) Tegtmeier, Zach (Geneva) Zoll, Lenore Zoll, Alex Zoll, Matt (Kara) Dodds, Mark (Chelsea) Dodds, Adam (Jenna) Dodds, Mike (Dani) Dodds, Peter (Rachel) Dodds and her 19 great grandchildren along with her brother and sister-in-law Bill and Darlene O’Malley of Cedar Rapids, IA.
She was preceded in death by her brothers Reginald (Charlotte) O’Malley, Dennis (Kay) O’Malley, Patrick (Dorothy) O’Malley and her Daughter-In-Law Suzette Zoll.
In lieu of flowers, memorials may be given to Opening Doors (a non-profit in Dubuque that provides support, programming and shelter for women individually or with children).

Renate Arnz
Renate (Schöning) Arnz passed away peacefully in her sleep on August 19, 2021 in Dubuque, Iowa. She was 82 years old.
Mrs. Arnz was born in 1938 in Halle, Germany, and grew up in Berlin during World War II. She was the daughter of Gregor and Helene Schöning. She met her husband, Ernst Arnz, in Dusseldorf, Germany. In 1971, together with their two young sons, they emigrated to the United States so that her husband could continue his engineering work with Liebherr in Newport News, Virginia.
Mrs. Arnz lived in Newport News for almost 50 years and developed life-long friendships during that time. She loved aviation and antique aircraft, was a great tennis player and skier, a talented gardener, loved jazz and big band music, had a great laugh and sense of humor, and dearly loved her family, including spending time with her four grandchildren. During her time in Dubuque, she enjoyed a little garden on her balcony and feeding hummingbirds.
Mrs. Arnz is survived by her son, Dr. Michael Arnz (Jennifer) of Dubuque, Iowa; her son Alexander Arnz (Beth) of Fairfax, Virginia; and four grandchildren: Allison, Cameron, Evan, and Kendall.
She was predeceased by her husband, Ernst Arnz.
Her family would like to thank the staff and caregivers at Oak Park Place, Hospice of Dubuque, and Medical Associates/Mercy Hospital of Dubuque.

Edward F. Heiberger

Private family burial will take place at Mount Calvary Cemetery in Dubuque. A family celebration of life will be held at a later date.
Ed was born February 8, 1926, in Dubuque, the son of Edward L. and Savena (Tigges) Heiberger. On January 28, 1950, he married Helen E. Burds in St. Patrick Catholic Church in Dubuque. She passed away on April 15, 2009.
Ed enlisted in the Army Air Force in 1944. Within his service in the Air Force, he attained the rank of Staff Sergeant and completed a tour of duty with 35 combat missions over the homeland of Japan in a B-29 Super Fortress. He was decorated with the Distinguished Flying Cross and five Air Medals. He is also the author of the WWII book, “Angels on Our Shoulders”.
He graduated from Loras College.
Ed was employed by Rowley Interstate, the Dubuque County Clerk’s office, and also served as an Iowa Highway Patrolman.
He valued time with family and friends and he enjoyed fishing and hunting. He was an original member of the Dubuque Tennis Association and an avid player for many years. Ed was a member of St. Anthony Catholic Church, VFW #9663 and the American Legion Post #6.
Survivors include one daughter, Gail Heiberger of Chandler, AZ; four sons, Blake (Leslee) Heiberger of Hennepin, IL, Steve (Jeanne) Heiberger of Dubuque, Dave (Kathy) Heiberger of Phoenix, AZ and Don Heiberger of Mesa, AZ; ten grandchildren and ten great-grandchildren.
He is preceded in death by his wife; Helen; parents; three sisters, Bertille Metcalf, Lora Hendricks and Anna Mae Lowe and a brother, Ray Heiberger.
In lieu of flowers, please direct memorial contributions to St. Jude Children’s Research Hospital or Hospice of Dubuque.

Marilyn Deegan
Marilyn Deegan, 76, of Maquoketa, Iowa, passed away on Monday morning, April 12, 2021, at Clover Ridge Place in Maquoketa. A private family visitation was held and cremation has taken place, at Carson Celebration of Life Center in Maquoketa.
Marilyn was an Iowa girl who happened to be raised in Colorado. Born to Margery and Edward Soderberg on November 19, 1944, Marilyn grew up in the foothills of the Rocky Mountains. She was a graduate of Lakewood High School. She attended teachers’ college in Greeley at Colorado State College, now the University of Northern Colorado. In June of 1969, Marilyn married Robert Deegan and relocated to Fort Collins, where Marilyn continued to teach while Rob completed his degree in Veterinary Medicine. Both daughters, Anne-Marie and Lynn were born in Fort Collins.
With her young family, Marilyn moved to Maquoketa, Iowa; the town that would become home for the remainder of her life, with the exception of several years in New Zealand. She was very involved in the life of her community, which included the Maquoketa United Church of Christ, Cardinal Elementary School, the Jackson County Historical Society, and the Maquoketa Art Experience.
Marilyn enjoyed meaningful friendships in her community and is universally described as friendly, chatty and kind. She sang in the church choir, was a librarian’s aide at the elementary school and volunteered at the Maquoketa Community Services Resale Shop. She met friends for coffee or luncheon at every opportunity. But closest to her heart, was giving. Marilyn was generous with her earthly treasures and quietly supported the needs of others, as her way of living out the Gospel.
Those left to honor her memory include daughters, Anne-Marie (Jason) Gephart of Donahue, IA, and Lynn Margaret Deegan (Michael Smith) of Lakewood, CO; 4 grandchildren, Grace, Lorelei, Wyatt, and PK; a brother, Wayne (Chrisette) Soderberg of Littleton, CO and a brother-in-law James (Truc) Deegan of Iowa City, IA. She was preceded in death by her husband, Robert Wayne Deegan and her parents.

Bobbi Alpers
Bobbi Alpers, a jurist who became the first female Chief Judge of a Judicial District in Iowa state history died Thursday, December 24, 2020 of complications of early-onset Alzheimer’s at her home in rural Jackson County.
A gathering of family and friends celebrating Bobbi’s life will be held from 4:30 to 6:30 P.M. on Friday, September 10, 2021 in “The Bistro” at Carson Celebration of Life Center in Maquoketa. Casual Attire. And please, no memorial gifts. Those unvaccinated against Covid-19 must wear a mask.
Bobbi was born September 10, 1951 in Vinton, Iowa to Harold & Dorothy Alpers. Even as a child she exhibited a nurturing nature and extraordinary leadership skills, playing the role of schoolteacher to a classroom of two, her younger sister and brother.
Bobbi became expert at adapting to a continually shifting landscape, as her father transferred often for his job. Consequently she attended schools in Vinton, Manchester, Fort Dodge, Cresco and, finally, Maquoketa where she graduated with the Class of 1969.
Four years later she graduated magna cum laude from the University of Dubuque with a double major in English & French with a minor in history. In 2013 she was named an Alumna of Distinction at the university.
Bobbi taught middle school English in Forest City for a year before returning to school at the University of Iowa where she earned a Master’s Degree in English. She was offered a position as a high school English teacher in the Pleasant Valley School District, where she stayed until 1980, when a new career beckoned.
In 1983 she graduated from the University of Iowa Law School, and was immediately offered a position as a judicial law clerk in the 7th Judicial District in Davenport, Iowa.
She worked as an Assistant County Attorney before opening her own practice. She was chosen to be a Judicial Magistrate in Scott County and in 1990 was chosen by the governor to be a District Court Judge. At the time she was the only female judge in the five-county 7th Judicial District.
In 2007 the Iowa Supreme Court chose her to be the Chief Judge of the District, the first female to become a Chief Judge of a district in the century-and-a-half of Iowa’s legal system. She was a terrific, empathetic, compassionate judge and was unsurpassed as a kind, thoughtful human being. Clark Kauffman of the Iowa Capital Dispatch wrote: “No matter where I saw her – at the courthouse or elsewhere – Bobbi was always the most engaged, energetic and smartest person in the room.”
Bobbi navigated her way through a “man’s world” brilliantly and sweetly.
She married Kurt Ullrich in 1983.
She is survived by her husband, Kurt, her sister Peggy of Oak Lawn, IL, and brother Mikel of Wood Dale, IL. Additional survivors include a niece, Elizabeth, and nephews Nicholas and Nathan.
Arthur F. Kern
Arthur F. Kern, 79, of Dyersville passed away Saturday, August 21, 2021, at home in Dyersville. A private Mass of Christian Burial will be held at 10:30 am Wednesday, August 25, 2021, at St. Francis Xavier Basilica in Dyersville. Rev. Dennis Quint will officiate. Burial will be in the church cemetery.
Art was born on October 16, 1941, in Dyersville the son of Edward and Mary (Fangmann) Kern. He married Lois Funke on August 28, 1963, in Dyersville.
Art is survived by his wife, Lois, 3 children: Jim (Brenda) Kern and June (Dan) Putz, both of Dyersville and Jill (Dave) Kelchen of Farley; 8 grandchildren: Jason (Brenda) Kern, Kera (Josh) Renne and Kayla (Casey) Demmer, Briget (Brett) Featherston, Brent (Annie) Putz, Brock (Stephanie) Putz, Regan (fiancé Bryce Hoerner) Kelchen and Grant Kelchen; 13 great grandchildren; siblings: Dale (Donna) Kern of Des Moines, Dorothy Ruppenkamp of Iowa City, Leon (Marilyn) Kern of New Vienna, David (Jeanette) Kern of Colorado, Linda Kern-Garbisch of Kailua, Hawaii, Rick (Terry) Kern of Minneapolis, MN; in-laws: Theresa Schindler, Darlene (Wayne) Wegmann, Karen Funke and Janet Funke, all of Dyersville.

Jolene M. Bastian
Jolene Marie Bastian, age 60 of Hanover, IL.passed away on Wednesday August 18, 2021 peacefully at home surrounded by her family. A celebration of Jolene’s life will be held at 10:00 a.m. on Saturday August 28, 2021 at the United Methodist Church in Hanover. Burial will take place in Evergreen Cemetery, Hanover. A visitation will be held from 4:00-7:00 p.m. Friday, August 27, 2021 at Miller Funeral Home in East Dubuque, IL. In lieu of flowers a memorial fund has been established in Jolene’s memory.
Jolene was born on June 22, 1961 in Dubuque, IA, the daughter of Joseph F. and Shirley A. (Hines) Spahn. She was a graduate of Hempstead High School, Class of 1979. Jolene married the love of her life The Late Robert “Bob” Bastian on May 11, 1985 in Dubuque, IA. Before Bob’s passing they celebrated 33 years of marriage. Jolene had multiple careers from owner/operator of Jolene’s Place, an in-home child care center, hospitality at Eagle Ridge in the Galena Territory, and most recently, Medline Industries. At 50, Jolene graduated from Loras College with a Bachelor of Arts in Criminal Justice.
Jolene was known for her contagious laugh and her giving heart. She never met a stranger, and was always willing to help. Jolene and her husband were Scout Leaders for their children as they grew up and she even went as far as becoming an EMT.
Jolene will be dearly missed by her five children, Casey Bastian; Christopher (Brittany) Bastian of Davenport, IA; Brittany (Nicholas) Drake of Dubuque, IA; Ryan ( Peggy) Bastian of Hanover, IL; Nicholas Bastian of Hazel Green, WI; seven grandchildren, Benjamin, Peyton, Adrian (Lucas) Bastian; Nathan and Elijah Drake; Brayden and Cooper Bastian; brother Mike (Liz) Spahn, of Longmont, CO; sisters Sheila Spahn, of Dubuque, IA; Suzanne Burke, of Freeport, IL; several nieces, nephews, great nieces, great nephews and especially her Medline Family.
Jolene was preceded in death by her husband Robert “Bob” Bastian.Her parents Joseph and Shirley Spahn, Siblings Warren Spahn and Sharon Stratton, both of Dubuque, IA; and beloved dog Brandy.

Patti (Patricia) Jean Dolter Rohn passed away on August 17, 2021 at home after a 14-month battle with cancer with her husband Tom and daughter Julia by her side.

Patti was born June 15, 1961 in Oak Park, Illinois to Elizabeth “Betty” (McCurdy) and Paul A. Dolter. She was the middle of seven, close siblings. She attended elementary school in Dubuque and high school at Savannah High in Illinois where she forged friendships that not only lasted, but grew stronger over the course of her life. Patti was beloved in high school, having friends in every grade level (though she was particularly close with her sister Beth and her friends in the year ahead) and being recognized by her peers on multiple homecoming courts.
After high school, Patti studied at Eastern Illinois and the University of Iowa and later went on to work in both Chicago and New York City for Condé Nast Publications where she would continue her career as a trusted consultant even after moving with her family to Virginia.
On December 30, 1988, Patti married the love of her life, whom she daily referred to as her “soulmate,” Tom (Thomas) Rohn.They embarked on a life of love and dedication to both each other as well as Tom’s two children from his first marriage, Maureen and Kevin, whom she loved as her own from the beginning.
In the early years of their marriage Patti and Tom enjoyed commuting into Manhattan together from New Jersey while talking for hours in the car, drinking coffee and listening to The Beatles.
A true fashion maven, Patti thrived in her fast-paced publishing office enjoying corporate functions and nights out with Tom. They loved living close to Tom’s family and spent as much time as possible at the family home in Spring Lake on the Jersey Shore.
Every other weekend, Patti and Tom drove to Virginia to visit their kids, always prioritizing their presence in Maureen and Kevin’s lives. Equally suited to this role, Patti cheered at sports games, shopped for back-to-school clothes, and laughed poolside as Tom and the kids played in the water.
In July of 1996, Patti and Tom welcomed their daughter Julia into the world, and a wonderful new chapter began for their family. They relocated to northern Virginia to ensure that all three of their young children would grow up close together and created beautiful memories at their home in Round Hill, Virginia where Patti continued to work in an consultant role for Condé Nast from home, all the while caring for Julia and nurturing in her a love of classic movies and daring fashion. Patti curated a beautiful and welcoming home for her family, imbued with her impeccable sense of style.
A true believer in “family first,” Patti never let physical distance keep her from her family. She spearheaded family vacations each 4th of July and Christmas in Galena at Eagle Ridge Resort gathering all of her siblings, nieces, and nephews from across the country. On the East Coast, even after the Rohn family home was sold, Patti continued to organize Memorial Day reunions on the Jersey Shore finding houses for immediate and extended family alike to gather together and make memories at the beach. These traditions became such a part of the family structure that they lasted from the time she was caring for her own children to when she was helping to take care of her grandchildren.
Patti and Tom moved to Peosta, Iowa in 2012 taking an early retirement and allowing Julia to finish her last two years of high school in Patti’s home town. Living in Iowa brought Patti much joy as she was now physically close to her siblings, parents, aunts, uncles, and friends. A true social butterfly, Patti was at her best when surrounded by loved ones, sharing stories, playing games, signing together, and always acting as the “hostess with the mostest” and the life of the party.
Patti was a beloved wife, mother, sister, daughter, grandmother, and friend. Her legacy is one of love and laughter. She will be remembered for her effervescent personality, passion for her family, beautiful singing voice, impeccable sense of style, and above all, her deep, steadfast love for her husband Tom.
Patti is survived by her husband Tom Rohn, Peosta, Iowa; three children: Maureen (Josh) Goldman, Burke, Virginia; Kevin (Kathy) Rohn, Boston, Massachusetts, Julia Rohn, St. Andrews, Scotland (and fiancé Edward Griffiths, Kent, England); and two grandchildren Caleb and Felicity Goldman, Burke, Virginia. Patti is also survived by her six siblings: Jane Geary, Glendale, Arizona; Dr. Kathy Dolter, Asbury, Iowa; Beth Dolter, Iowa City, Iowa; Peter (Suzette) Dolter, Crystal Lake, Illinois; Paul S. Dolter, Dubuque, Iowa; and Ellen (Terry) Sievert, Barrington, Illinois.
Patti was preceded in death by her parents, Paul and Betty Dolter, parents in-law Frank and Dorothy Rohn.

Thomas J. Welu
Thomas J. “T.J.” Welu, age 83, of Dubuque, Iowa passed away on August 18th, 2021.
A funeral Mass will be on Monday, August 23rd at 10:30 a.m. at St. Joseph The Worker Catholic Church in Dubuque, Iowa with Msgr Russell Bleich officiating. Family and friends may gather after 9:00 a.m. Monday at the church until time if Mass. Burial will follow in Mount Calvary Cemetery with a flag presentation by the Iowa Army National Guard. T.J. graduated from Loras Academy and attended Loras College. He worked at John Deere in the Experimental Department until his retirement in 1997. He worked at Fillmore Golf Course after retiring from John Deere. He was a proud member of The Red Shirts golf group and enjoyed many outings and many Spring Flings with the group. He was also an avid Detroit Lions fan, displaying the Lion’s colors with every win.
T.J. was born on December 31, 1937, son of Ray and Marie (Fluhr) Welu. He married Carole Jungels, the love of his life, in 1961 at St. Anthony Catholic Church. September 30, 2021 will mark their 60th wedding anniversary.
He is survived by his wife Carole; their four children: Michael Welu, Kevin (Nancy) Welu, Jay (Jeana) Welu and Gina Pechous; ten grandchildren and five great-grandchildren; one sister Adele (Ding) Palmer. He was preceded in death by his parents, a sister, Marym (Bill) Danzer, brothers Jack (Dottie) Brietbach Welu, Jim (Jackie) Welu, Bob Welu and Bill (June) Welu.
There will be a celebration of life gathering at a later date with details to be announced.

Glenna Kueter
Glenna Kueter, 88, of Dubuque, Iowa formerly of Springbrook, Iowa passed away on August 12th, 2021 in Dubuque.
A memorial mass will be at 10:00 a.m. Saturday, August 28, 2021, at St. Joseph Church in Bellevue, Iowa. The mass will be live streamed on the St. Joseph Bellevue – Saint Peter and Paul Springbrook Facebook page along with their YouTube Channel and Bellevue Cable TV. Leonard Funeral Home & Crematory, Dubuque, Iowa assisted the family.
Glenna was born on May 31, 1933, in Springbrook, Iowa the daughter of George and Alverda (Scheckel) Gonner. She graduated from St. Joseph High School in Bellevue in 1951. On April 16, 1955, she married Mark Kueter in Springbrook. He preceded her in death on January 27, 2017; they were married for 61 years.
She worked for Clinton Engines in Maquoketa, Iowa and Ensign Coil in Bellevue, Iowa.
Glenna valued her heritage in Springbrook, Iowa, mainly her family identity and involvement with the Gonner Store. Family made Glenna happy along with music and dancing; “put a nickel in the jukebox for her.”
She is survived by three children: Cindy (Dan) Loney, of Dubuque, IA; Angie (Jeff) Carton, of Centennial, CO, and Ted Kueter, of Bettendorf, Iowa. Three granddaughters Samantha (Austin) Diedrich, Emily Kueter and Lexus Carton; one great granddaughter Lucy Diedrich; sisters-in-law Joan (Russ) Schilling, Judy Koelker, Betty Gonner, and Karen Gonner; brothers-in-law Jim Cloos and Tom Crouch; along with numerous nieces and nephews.
Glenna was preceded in death by her husband Mark Kueter; her parents; siblings: Kate Cloos, Norma Crouch, Lloyd Gonner, Milton Gonner, Merlin Gonner and David Gonner.
The family would like to thank Hospice of Dubuque especially Becky, Amber and Stacy, to Dr. Mark Hermann, Tony and his staff along with the staff of Bethany Home for all their wonderful care and kindness they gave to Glenna. Please pray to find a cure for cancer.

Joel M. Lightcap
Joel M. Lightcap, 63, of Dubuque, passed away Saturday, August 14, 2021, at Unity-Point Finley Hospital.
A Memorial Gathering will be held at a later date.

Joel was born April 14, 1958 in Dubuque, the son of Albert and Eunice (Strelesky) Lightcap. He attended Nativity Grade School and Wahlert High School, and went on to earn his B.A. in Education, and his Master’s in Applied Psychology from Loras College.
Joel was a Mental Health Counselor for the VA, Hillcrest Family Services, Turning Point at Mercy Hospital, SASC, and for his own business, Town Clock Mental Health. He was a member of the Dubuque Auxiliary Police Unit, and also worked in security for the Milwaukee Railroad.
Joel was an avid Cubs fan, and a very active gardener. He loved to travel, especially visiting his son Allen in Connecticut, where he would eat seafood every day. He served on the Board of SILC for many years.
Joel is survived by his longtime companion, Linda Robinson, of Dubuque; his son, Allen (Emily) Lightcap, and their children, Caleb, Noah, and Ethan, of Vernon, CT, his daughter, Christa (Mike) Palm, and their children, Haley and Hunter, of Dubuque, his daughter, Erin (Samvel) Korniyenko, of Panama City, FL; two brothers, Ted (Pat) Lightcap, of Dubuque, and Greg (Linda) Lightcap, of Michigan; and many nieces, nephews, and cousins.
He was preceded in death by his parents; and four brothers, Jack, William, Tom Lightcap, and Gary in infancy.
The family would like to thank the Med-Surg staff at Finley Hospital; the staff at Manor Care; Dubuque EMS and Police; Cindy Cook and Seth Peters for all their help at home; the nurses and doctors at Grand River Medical Center and Tri-State Dialysis; and to all the neighbors for their help and support.

Louis A. Fischer, III
Louis Albert Fischer, III, 70, of Dubuque, IA passed away at home, in his vegetable garden, on August 16th, 2021.
Visitation will be held from 9:30 to 10:30 a.m. Tuesday, August 24, at St. Raphael Cathedral, where a funeral mass will be held at 10:30 a.m. with Msgr. Thomas Toale officiating. Military honors to follow at Mount Olivet Cemetery Chapel by American Legion Post # 6 and presentation of the Four Fives by the Dubuque Fire Department. Leonard Funeral Home & Crematory, 2595 Rockdale Road, is assisting the family.
Louie was born on January 8th, 1951, in Dubuque, Iowa. Louie was the son of Louis A. Fischer, Jr. and Elizabeth (Leicht) Fischer. He graduated from Dubuque Senior High School in 1970. Louie served honorably in the United States Navy from 1970 to 1974, stationed aboard the USS Ticonderoga during the Vietnam War.
Louie married Teresa Zimmerman on May 5th, 1979 at St. John’s Catholic Church in Delhi, IA. For 29 years, Louie served the Dubuque community as a firefighter for the Dubuque Fire Department. Louie and Teresa made their home and started a family on the corner of Mt. Loretta Ave. and Esther St., where Louie settled into his role as the unofficial ‘Mayor of Mt. Loretta.’
Louie was a kind and humble man with the heart of a craftsman. The furniture he built, the garden he tended, the home he curated, and the family he loved all reflect the meticulous care and devotion of his finest days. He will be missed by all most who knew him.
Louie is survived by his loving wife of 42 years, Teresa; 3 children: Louie (Carolyn) Fischer IV of Dubuque, IA, Benjamin Fischer of Myrtle Beach, SC and Juarez, MX, and Gretchen Fischer (Tom Corcoran) of Dubuque, IA; 2 grandchildren: Louis A. Fischer V and Raphael J. Fischer. Siblings: Lynn (Bob) Miller, John (Cess) Fischer, and Caroline (Tim) Kieler all of Dubuque, IA, and Mark (Leslie) Fischer of Colorado Springs, CO; sisters-in-law Kathy Zimmerman of Ryan, IA and Sharon Zimmerman of Hopkinton, IA, and numerous nieces and nephews.
He was preceded in death by his parents, his in-laws, Donald and Helen Zimmerman, and brother-in-law Larry Zimmerman.
