Application Period for Community Support & Empowerment Grants Opens

The City of Dubuque is now accepting applications for its 2026 Community Support and Empowerment Grants. Applications must be submitted by Wednesday, Sept. 30, 2026.

The Community Support and Empowerment Grant awards funding to multiple recipients of up to $5,000, with a total amount not to exceed $10,000, to support programs, activities, or services that build a Dubuque community where everyone feels a sense of belonging, support, and empowerment. Proposals can be submitted by individuals, groups of residents, non-profit organizations, clubs, or non-profit businesses. Applications must include an education or engagement component and must align with at least one of the City of Dubuque’s Five Year Goals:

  • Healthy Community: Support for Personal Wellness
  • Beautiful Community: Pride in Our Appearance
  • Livable Community: Choice of Neighborhoods and Housing
  • Vibrant Community: Destinations for Residents and Guests
  • Prosperous Community: Thriving Local Economy for All
  • Active Community: Experiences for All
  • Connected Community: Dubuque Connected to the World
  • Welcoming Community: Everyone Belongs

Grant recipients will be notified in mid-October.
