Tony was born on July 28, 1943, in Brooklyn, N.Y., a son to Vincenzo and Catherine (Guadano) Libererto. He honorably served his county with the U.S. Navy during the Vietnam War. Tony eventually met and married his soul-mate, Rita Neupauer and the couple began their life together as he worked on his Bachelor’s Degree in accounting at Pace University. Tony faithfully invested his time and talents with both The Liro Group and Goldman Sachs before moving into retirement due to health issues.
Tony and Rita made their way to the Dubuque area in 2016 to be closer to family and he was thankfully able to enjoy many hours on the new golf courses around him. Tony was also an avid reader, especially when it came to mystery/suspense novels and a quiet evening in his comfortable chair was always a welcomed occurrence when possible. He and Rita also enjoyed getting in a little salt water deep fishing when they lived in New York and spent many weekends taking friends out to compete for the largest catch of the day. But, those who knew Tony best always knew that he was a dog lover at heart and even attempting to count the rescues, specifically greyhounds when available, that resided in their home would be a difficult task indeed. Tony possessed a kind and caring soul at his inner being and whether it was being spread lovingly upon his family and friends, or on the latest canines who needed a warm and safe home, Tony always knew that his generosity and gentleness was making a difference in the world around him.
We will miss Tony more than words could possibly depict accurately and are forever grateful for the 81 years the Lord was kind enough to share Tony with us, but we can only lean into the abundance of wonderful memories he leaves behind now as we wait patiently to see his content and joyful smile once again. Thank you, Tony, for being the kind of man we all needed in our lives and we will treasure every single memory which remains until the end of time.
Those left behind to cherish the memory of Tony include,
his loving wife of 49 years,
Rita Liberato, East Dubuque, IL;

A Mass of Christian Burial will be held at 10:30 A.M. at Sacred Heart Church, 2215 Windsor Ave., Dubuque, Iowa, with Fr. Steve Garner presiding and Deacon Bill Biver as homilist. Visitation will be held at the church from 9:30 A.M. to 10:15 A.M. with final committal to follow graveside at Mt. Calvary Cemetery.
Known for his generosity and humor, Richard often uplifted those around him with kind words and a jovial spirit. He often said to those he sensed were having a bad day: “Has anyone told you that you are loved and appreciated today?” He was deeply committed to his family, notably caring for his mother for many years. He was extremely proud of his son Richard with whom he communicated daily.
Professionally, Richard held various roles that underscored his dedication to helping others. He managed service or volunteered his time at local men’s shelters and had served as a firefighter in his younger years. He was particularly proud of being certified as a Braille Transcriber by the Library of Congress.
Richard was a member of Sacred Heart Church in Dubuque. He was a frequent participant in the Living Last Supper. His faith was a cornerstone of his life, guiding his actions and commitments.
In past years, Richard enjoyed fishing and golfing. His hobbies not only brought him personal joy but also allowed him to connect with and support others in unique ways. He leaves behind a legacy of love, laughter, and service that will be cherished by all who knew him.
Richard is survived by his son, Richard C. Mockmore II of Glenwood, Iowa, and his mother, Shirley A. Baker of Dubuque, Iowa and Fred Brown, a brother in Texas.
In lieu of flowers, contributions may be made to Sacred Heart Church or the Dubuque Rescue Mission, honoring Richard’s life of faith and service. His family would like to express heartfelt gratitude to Cindy Hansen, Richard’s personal caretaker and friend, and the many other medical professionals who served him as well as John Mauss, Tim Duggan, John Waldorf, and Deacon Bill and Sue Biver for their years of guiding Richard on his sometimes difficult journey home to the Lord.
