Carol J. Burchette

Carol J. Burchette, age 80, of Dubuque, IA, completed her earthly journey on March 16, 2025, at home while surrounded by her loving family.  To honor Carol’s life, a private family memorial mass will be held at Sacred Heart Catholic Church in Dubuque.  The Tri-State Cremation Center is humbly serving Carol’s family.

Carol was born on February 8, 1945, in Dubuque, IA, a daughter to Joseph and Margaret (Abitz) Brimeyer.  She was blessed with a servants heart, an unceasing amount of mother’s love, and a determination to truly make a difference in the world with each and every day she was given.  She eventually met and married the love of her life, Ron Burchette, and the two faced the world hand in hand until he was sadly called home ahead of her in 2008.  Carol spent her working career as a social worker with the Lutheran Social Services for over 20 years.  She would faithfully commit her work and home life to the betterment of those around her and the legacy Carol lived out in her daily life will truly be felt in the generations she leaves behind.

Carol valued her free-time as well and in true Carol fashion, it was continually spent showering others with her love and adoration.  An afternoon visiting with friends around the card table at the Lifetime Center was a regular occurrence, but the monthly sisters and cousins nights were always a priority too.  When it came to family, Carol was always there to lead by example.  Whether it was in the delicious meals she prepared daily with the perfect amount of love sprinkled into each dish, the hand-sewn outfits for the grandkids, or the unbridled enthusiasm of decorating and preparing her home for the next family holiday gathering; Carol was relentless in making sure that those she cared for most were given a constant reminder that they were her pride and joy through and through.  But, for those who knew Carol best, the testimony of opening her home to over 1000 foster kiddos over the years was the finest example of where her heart discovered real and tangible fulfillment.  Carol redefined motherhood without hesitation and relentlessly gave more of herself than she would ever contemplate taking.  She was undeniably the finest example of the God-given title of “Mom” and thankfully countless lives were not only graced with her generous influence for a short time, but also impacted for the remainder of their lifetimes in a real and positive manner.

Those left behind to cherish the memory of Carol include,

her beloved children,
Ron (Jodi) Burchette, Eldridge, IA,

William “Whitey” Kemp

William “Whitey” Kemp, a devoted husband, father, grandfather, great-grandfather, and friend, passed away Sunday, March 16, 2025. To celebrate Whitey’s life, family and friends may visit from 2:00 p.m. until 6:00 p.m., on Friday, March 21, 2025, at Behr Funeral Home, 1491 Main Street. There will be a prayer service held immediately after visitation at 6:00 p.m.  Funeral services will be held at 10:00 a.m., on Saturday, March 22, 2025, at Holy Spirit Parish, Holy Ghost Church, 2921 Central Avenue, with Rev. Steven M. Garner officiating.  Burial will be in Mt. Calvary Cemetery.

Born in 1935 in Remsen, Iowa, to Roman and Modesta (Cross) Kemp, Bill was the second of six children. After surviving the 1936 “4th of July, Great Fire” of Remsen, his family relocated to Dubuque, where he spent the rest of his life.

As a child, Bill earned the nickname “Whitey” due to his fair skin and white hair— a name he carried proudly throughout his life. He was active in Cub Scouts and Boy Scouts, learning essential outdoor skills that later became a lifelong passion. Bill attended multiple schools, including the Vinton School of the Blind, Holy Ghost, and Nativity, before graduating from Loras Academy in 1954. Even as a student, Bill was hardworking, holding multiple jobs such as newspaper delivery, yard work, and snow shoveling.

Following high school, Bill worked at Dr. Pepper before moving on to a long and diverse career that included time at the Dubuque Packing Company, A.Y. McDonald, Eska Company, Walser Crane, the Dubuque Community School District, and Interstate Power Company (now Alliant Energy), where he retired in 2005 at the age of 70.

Bill served in the National Guard, enlisting in 1952 with the 133rd Infantry Regiment, 34th Division, Company A. He worked as a radioman and remained an inactive member until his honorable discharge in 1962.

In 1959, Bill met Janice Post in Galena, Illinois. A city boy from Dubuque, Bill fell for the country girl from Blackjack Road. In true Bill fashion, he drove through a blizzard to see her, proving his devotion. They married on February 20, 1960, at Nativity Church and built a beautiful life together, raising four daughters: Tina, Debra, Tammy, and Kelly.

Family was at the center of Bill’s world. In 1974, Bill and Janice moved to their beloved home on Pinard Street, where they raised their daughters and later welcomed grandchildren and great-grandchildren. The home was known for its festive holiday decorations, and an annual tradition was letting the grandkids take turns lighting the Christmas lights for the first time each Thanksgiving. Bill and Janice also took great pride in their garden, growing and canning vegetables—especially their famous dilly beans.

Bill was an active and dedicated member of his community. He worked at the Dubuque Boys Club as the “Game Room Supervisor,” where he organized activities and accompanied kids to sporting events and national BB gun tournaments. He also spent winters running the Saturday Morning Recreation Program at Sageville Elementary, providing a safe and fun environment for kids to stay active.

A passionate racing enthusiast, Bill was a founding member of the “Slo Pokes” Drag Racing Club in Dubuque, competing in Cordova, Oswego, and Des Moines. He won multiple trophies with his two-tone green 1955 Chevy. His love for racing extended to go-karts, where he and his brothers could be found speeding across frozen Fentress Lake, winning three go-kart championships.

Bill’s greatest lifelong passion was the East Dubuque V.F.W. Drum and Bugle Corps, which he joined in 1965. For nearly 60 years, he played a key role in the Corps, marching across the Midwest and serving as commander for decades. He carried the bass drum and his whistle with pride and helped organize events, including the annual Buddy Holly Dance fundraiser, which grew so popular it had to be moved to the Five Flags Center.

Whitey and Janice were avid campers, first with their daughters in a canvas tent at Massey Marina and later with a pop-up camper in Potosi, Camp 17, and Swiss Valley. Most recently, he and his son-in-law, Rich, served as co-hosts of Mud Lake Campground, where they patrolled on a Gator and enjoyed campfire fellowship.

Bill also loved traveling. With his grandson Matthew, Bill explored Germany, Italy, Switzerland, Austria, Ireland, Wales, England, and France. He also took trips to Canada, the Bahamas, and Alaska with his daughters. A favorite family tradition was the annual trip to Carpenter Lake in Eagle River, Wisconsin, where they rented a small cabin and enjoyed swimming, campfires, and storytelling. Bill delighted in teasing the kids about the legendary “water puppies” that supposedly lurked in the lake.

In his later years, Bill remained deeply involved in his community. He was a proud member of the Dubuque County Conservation Society for over 40 years, building birdhouses, installing fences, and helping with conservation efforts. He was also an active parishioner at Holy Ghost Church, faithfully walking five blocks to attend mass every Saturday evening. His dedication to veterans was evident in his work on the Veterans Memorial monument at the Dubuque Arboretum.

Bill’s life was filled with love, adventure, and a deep sense of community. He was known for his stories, his generosity, and his ability to bring people together. Whether it was a Friday morning breakfast, a Saturday night steak fry, or a game of checkers with his famous “Boys Club Rules,” Bill cherished every moment spent with family and friends.

Bill is survived by his daughters: Tina (Richard) Cornwall, Debra (Jeffrey) Weiland, Tammy (Bruce) Phillips, and Kelly (Scott Ontjes) Kemp, all of Dubuque. His grandchildren: Matthew (Chase) Cornwall, Joshua (Jenni) Weiland, Cassandra “Cathy” (Kyle) Cornwall, Ashley (Scott) Schlickman II, Amanda Weiland, and Amber (Robert) Blake. His great-grandchildren: Jared, Axton, Bentley, Kaylee, Sylas, Jurnee, Scott III, Mildred, Ellie, Junior, Ty, and Starr. He is also survived by sisters-in-law Bonnie and Sherlon Kemp and many nieces and nephews.

He was preceded in death by his parents, Roman and Modesta Kemp, beloved wife of 56 years, Janice Kemp, his great-grandchildren River Beecher and Xander Cornwall, his siblings Sally (CJ) Richards, Jim (Carol) Kemp, Ron Kemp, Larry Kemp, and Marlene (Cal) Giesman, his mother-in-law, Mildred Post, a sister-in-law, Mary “Bea” (George) McRae, and a brother-in-law, Bob Post.

The family wishes to thank Dr. Loetscher at Medical Associates, Hospice of Dubuque: Nurses Chris, Kristin and Steph. Also, thank you for their special love and tender care and help, Amber and Kimmy.

Albert Hoist, Jr.

Albert “Al” Hoist, Jr. age 61, of Dubuque, IA, completed his earthly journey on March 14, 2025, at home while surrounded by his loving family.  To honor Al’s life, his Celebration of Life will be held from 1:00-3:00 p.m., on Sunday, March 23, 2025, at Denny’s Lux Club, 3050 Asbury Road in Dubuque.  Al’s family is honored to invite all who knew and loved him to join in fellowship with them in saying Farewell for Now to our beloved brother and friend.  The Tri-State Cremation Center is humbly serving Al’s family.

Al was born on April 28, 1963, in Maquoketa, IA, a son to Albert and Anna Mae (McGrath) Hoist.  He was blessed with a reserved and generous spirit which valued the simple moments in life whenever possible.  But, rest assured, when the time was right, Al’s infectious humor was lingering just beneath the surface ready to strike at a moment’s notice.  Al invested his time and talents with Burger King and made countless friends along the way.  His attention to detail and strong work ethic were continually on display for all to see.

In his free-time, Al was always up to the challenge of completing his next puzzle.  His patience, coupled with a relentless determination pushed him faithfully through each opportunity to bring the final goal to life.  He also treasured venturing to Des Moines to spend a little quality time with his sister and nephews.  Family was a priority in Al’s life and all who knew and loved him were quite aware that his love and devotion were unwavering and true till the end.  It’s heart-breaking to have to face the reality that Al has been called home ahead of us now.  His love and light were sincere and the world will surely be a lesser place without his presence within it.  Thank you, Al, for living the good life without regrets and always reminding us that life only has to be as complicated as we ultimately choose to make it.  May your eternal reunion be a joyous one indeed and may the Lord grant you all the peace you deserve until we see your genuine smile once again.

Those left to cherish the memory of Al include,

his siblings,
Deb Bouma, Des Moines, IA,
and John (Rebecca) Hoist, Dubuque, IA;

along with his nephews, extended family, friends, and neighbors.

Michael J. McGovern

Michael J. “Mike” McGovern, age 70, of East Dubuque, IL, completed his earthly journey on March 15, 2025, at Mercy Hospital while surrounded by his loving family.  Per Mike’s wishes, there will be no public services held.  Burial will be in the East Dubuque Cemetery at a later date.  The Tri-State Cremation Center is humbly serving Mike’s family.

Mike was born on April 21, 1954, in Dubuque, IA, a son to Frederick “Freddie” and Virginia “Ginger” (Schwendinger) McGovern.  He lived more on the quiet side in his personal life, but a few hours socializing with friends and family was never off of his list to make the day complete.  Mike spent his working career with J & R Supply Co, he enjoyed spending time with his co-workers and working with his customers as their inside sales representative. Mike enjoyed his circle of friends and his easy-going nature was appreciated by all who knew him.

Those who knew and loved Mike were quite aware that he was a man whose heart was a big as his love for the game of golf, Chicago Cubs, Chicago Bulls and Chicago Bears..  Mike discovered tangible peace and happiness on the fairway, where each swing mirrored his approach to life; steady, thoughtful, and always with a sense of humor.  The only thing that surpassed Mike’s love for his Chicago teams and the Hawkeyes was his love and appreciation for his wife, Deb, and his precious granddaughters, Evelyn and Aileen “Ailee”.  The girls taught “Meek” all about the Disney side of life, Bluey, anything Barbie and he taught them about Matt Dillon in Gunsmoke, Jim Hardy in Wells Fargo, singing the theme to Cheyenne and Go Cubs Go for the win. They were all best friends and he was very proud of everything they shared. The girls are certain Meek is in heaven because he was so kind. We know that our beloved “Meek” will continue to watch over them from above.  After a life well lived, we find comfort in knowing that he has joined his dad, Freddie and his good friend Joe in Heaven; perhaps sitting in their easy chairs watching the Cubbies, maybe even an Iowa game or just talking about old times.  A place where there are no more scorecards or game endings, but only eternal peace.

Your love, support and friendship are appreciated more than words could ever accurately depict and we will never forget each act of kindness you so generously shared.  May the Lord bless each and every one of you simply for being you.
